The Town Manager is the Chief Administrative Officer of the Town. This office is responsible for management of the Town Hall structure and staffing, development of the annual budget for Town Meeting review, ensuring continuous Town services and many other areas. While relying on the individual Town Departments to administer programs and manage the day-to-day aspects of local government, the Town Manager's office makes sure these programs are coordinated between departments, so that they best serve the needs of the people of the Town of Millbury.

There are 4 Fire Stations in Town, all under the operation of the Board of Fire Engineers.

Your safety is the primary focus of the Millbury Police Department. The Department also issues permits for weapons.

Millbury's Animal Control Officer has all the powers and duties of a dog officer as provided in MGL Ch 140, Sec 151A. The Animal Control Officer is also governed by the Town's General By-law Article 11, Sec 4-16 through 4-26 and is under the control and jurisdiction of the Millbury Police Department.

This office reviews all applications for new/rebuilt septic systems, inspects construction, ensures the suitability of the soil and otherwise administers the State's Title 5 requirements. The Board of Health also inspects restaurants for food safety.

The Building Inspector's office includes Electrical, Gas, and Plumbing inspectors and permits.

The Council on Aging provides a wonderful array of resources to our senior population, including meals, education and recreation

Streets, Public Shade Trees, Town Sewer, the Transfer Station, Recycling Programs, all Town Parks and the Recreation office are managed through this department.

The EMA coordinates all emergency actions under the guidelines of the Millbury (CEMP)Comprehensive Emergency Management Plan. This plan addresses the preparation, response, recovery and mitigation actions for all potential risks to the public.

The department was established to oversee all financial operations of the Town of Millbury and consists of three divisions: Accounting, Assessment and Treasury operations including Tax collections.

The Highway Division of the Department of Public Works maintains our streets. Of course, winter plowing and sanding are sometimes the most obvious maintenance efforts. But the Highway Division also does pavement repair, curbing and sidewalk work, drainage work, and even vehicle maintenance work.

This is a division of the Department of Public Works. The Parks Superintendent manages the day-to-day maintenance of our public spaces. This division works very closely with the Highway Division and other Town departments.

The Department of Planning and Development encompasses the Conservation Commission, Building and Inspections, and the Planning Board offices.

The School Department includes the Superintendent's office, the School Committee, and each of our schools: Junior/Senior High School, Shaw Middle School, and Elmwood Street School. The School System and the Town also work closely with the Blackstone Valley Regional Vocational School.

This is a division of the Department of Public Works. The Town Sewer System is currently going through a major change. All of our facilities are being connected to the Upper Blackstone Waste Water Management system.

This office accepts payments for Excise Taxes, Real Estate Tax, Personal Property Tax, Sewer Use, Sewer Betterment Payoffs, and Retirement Health Insurance Payments.

The Town Clerk's office manages all public records -- births, deaths, marriages, etc. They also serve as a repository for public records from many Town departments. This is a dynamic office with a variety of responsibilities.
